Only 45% of Cecil County Voters are registered Republican, yet 100% of County Councilmembers are. This is not how a representative democracy should work!
A majority of voters-55%-Democrats, unaffiliated voters, Libertarians, and others; are completely unrepresented in County Council.
At-large voting dilutes the vote of minority parties, ensuring Republicans attain a plurality of votes to retain all the political power in Cecil County. At-large voting prevents the voters in each district to elect their own representative who understands the challenges within that district. County Council represents less than half the voters in Cecil County due to at-large voting and must be abolished with a Charter Amendment.
The current Cecil County Charter provides for:
The Charter requires update to permit (1) the County Council to legislate for the people and NOT the County Executive, (2) the County Executive to present a budget to council where it is updated and approved; and to insert qualifications for the County Attorney such that another known political operative may not be installed.
The Cecil County Charter lacks Constitutional checks and balances. First, nearly all legislation council passes is put forth by "the council president on behalf of the county executive." The Legislative Branch is charged with writing the law. The County Council should write and pass legislation and the County Executive retains veto power. Next, the County Executive has unilateral control over the County Budget, leaving County Council powerless to fully fund our public schools, or any constituent concerns, under the Charter. The Executive Branch is charged with enforcing the law and not writing it. The "Power of the Purse" is a legislative function whereby the County Executive should submit a budget to County Council to review, refine, and vote to enact it. Finally, the County Attorney is a known political operative that has no courtroom experience whatsoever. The Judicial Branch is charged with interpreting the law. Larry Scott has no qualifications to interpret the law as a check on the legislature.
